add soldermask opening polygon?

I'm afraid the answer is you can't but... I need to open the solder mask in some areas on my board. When I click the polygon tool it only lets me select the top or bottom layers.  How do I add an shape on tstop for instance?

never mind the answer is the polygon shape tool which is not the polygon pour tool.
