Stop Markup Tool Popup from appearing when using web preview

How do I stop the Markup Tool popup from appearing EVERY time I open a file using a shared link?  I have 75 students and having to click "Done" every time is quite annoying - then multiply that by many assignments!

I have attached a picture of the popup I am referring to.  Any help would be appreciated.  This has been going on for too many years and I'm tired of it!
