Hollow issue

I'm unable to hollow this particular step file. If anyone can help me get it done, please let me know.

The inside thickness must be 1mm only.

This is a very complex model. When shelling the model, you'd get self intersecting faces where many faces converge or the radius would be less than zero after the offset. There also extraneous faces that could also be causing additional problems. These issues will cause the shell feature to fail to compute. 

 You can try to simplify this model, but it will take a lot of work.
