Why two sketches are not associated?

I created a sketch and draw rectangle with vertical and horizontal sides.
Then I created one more sketch. Projected into it the rectangle from the first sketch.
Had made offset and got new rectangle that has vertical and horizontal sides, off course.
Then I "go to the past" and edit the first sketch. I rotate the rectangle and now its sides are not horizontal or vertical.
And here I expect that the rectangle in the second sketch will be rotated. But not. I see the constrain symbol "offset" but sides are not parallel. And the sides of the second rectangle are still horizontal and vertical.
It's just a model of the situation I met it in the more complicated project where I used configured design. And I saw that when I switch from one configured geometry to other, recomputing goes incorrectly.

By the way. If I use a parallelism rather than an offset constraint and set the sizes for all, after changing the first rectangle, the parallelism is preserved, but all my dimensions are broken.

I'm an amateur in Fusion and I need to know, who is right - me or application?

Second sketch larger rectangle keeps horizontal / vertical, and Fusion breaks the offset and dimensions.

 

Second sketch needs parallel / perpendicular to work as you expect.
