Why the overconstraint

Can anyone tell by looking why I would not be able to set a dimension for the overall height of this thing? I've set heights for the top (25.40mm) and bottom (also 25.40mm), but the rectangles don't have a height, so I wold expect them to flex and allow me to create whatever height I need. I tried removing the little rectangles on the left side, but it didn't help, so those aren't the problem. Thanks.

Nevermind on this one. It's because I didn't have a sketch for the outer perimeter. That was just the body I was drawing on. Instead of working on a big rectangular body, I realized it was better to do the whole thing as a sketch and then extrude it.
