Why is center off with a offset construction plane?
Not sure why it isn't centered, but it is generally a better practice to offset the new plane not from the sketch, but from the plane you sketched on. In that case the sketch origins should be aligned.
In general there are a number of features missing that have to do with origins. The ability to allow the user to define where he sketch origin should be is one of these features.
