What happened to the offset command, I can't offset a line that I offset

#1 It looks like the offset command changed.  I can't just choose the direction and add a value anymore.  I have to add a positive or negative number. Is that permenant?  I don't like it.

 

#2 I can't offset a line that I just offset.  It can't even be selected.  I can only offset a line that was drawn with the line command.  Whats up with that?  Is this a permanant change or is there some setting?

#1, Now the offset is parametric offset. In fact we can directly drag the manipulator when creating offset:

#2, we don't support offset the offset curve. Workaround and explaination please see this thread:

Well, I hope they manage to get it back to the way it was. In the meantime

The parametric featrue of the new offset tool is of great help and has been requested many times. If you want to not take advantage of it, you can simply delete the offset symbol, which will still keep the offset entities. Then you can offset from the offset.
