The use of construction lines for placement of holes is unlimited. Take a look at my Screencast for just a couple. Remember, the hole command will be looking for points to snap to. As you can see in my video, some are automatic but some you may need to place. In the situation where I place a construction line at an angle and crossed the circle, I had to place a point at the intersection in the sketch. If I had stopped at the circle, instead of crossing it, I could have skipped the point placement as there is one at the end of the line, oops!
I would like you to realize hole placement can be automatic such as placement in the center of a cylinder. Simply select the end plane and then the edge of the cylinder to make the point jump to the center. You can also dimension from edges during the hole placement command, both methods do not require construction lines. It is all up to the designer.
