Unlocking Basic features in Fusion360

Need to access /unlock basic feature in fusion 360 file in order to edit.

You need to show in a screen capture or Screencast what you mean by basic feature?  Also you need to tell us what type of Fusion 360 license you are using.

I currently have an education license . When a group of features are grouped together without any history in the time line f360 refers to the first icon in time line as the "basic feature" This has happened in the past and was unlocked by F360 support.

You can use Edit Feature on that icon, to open that container. 

When done, it will be closed again, bit like edit Sketch or Sculpted body is handled.

Unless there is some reason you have to use Direct Modeling, I would go to your Preferences and activate Capture Design History.  I believe you will learn Fusion 360 quicker and a lot easier using it in this mode.  If you want to try it in a couple of models first, right click on the top line of the Browser and chose this option at the bottom of the context menu.

You mean "Base Feature" here?  It is good to understand what a Base Feature is.  It is not some kind of locked group of regular features - it is just a simple direct modeling body.  As @davebYYPCU says, you can edit that feature, but all that does is put you temporarily into Direct Modeling mode, where you can press/pull faces, add fillets, holes, etc, all without creating timeline items.
