Unable to get circle to snap

I like to think I've put in enough hours of practice so I can figure out a lot of problems without resorting to the forum and a screencast. This problem, in particular, is probably so obvious-- I know I'm going to be embarrassed. But I've been after it for hours now and can't figure it out. Any help will be appreciated.

Might be, but the only problem you mention is "this problem".

Your last sketch in that component is empty.  Not even a circle.

Does P for Project work?

Does Coincident Constraint work?

Personally - I would never use Grid Snap on something like this as suggested in previous response.

(Actually I turned off grid snap back in the last century - I haven't used it in 30 yrs, so I might be stuck in my ways.)

Yes to both questions. I've had this happen before. I guess everyone has,
where you're not able to click on something because you're trying to do
something when you're in the wrong environment. I've always eventually been
able to figure it out before. This time-- not so lucky.

I am assuming your are following episode 52 of Brad Tallis tutorial and are trying to create the partial circular web.  You have been given the answer but you seem to work better with a Screencast so here it is.

Thanks, John. Like you, I tried projecting existing geometry so I'd have something to snap to and get constrained circles. And that worked as far as getting constrained circles. The problem I encountered after that was the inability to select only the top half of the circle for extruding. Ultimately I did what I often do when stumped and too impatient to wait for help: I started over because I knew some of my work leading up to that issue was a little janky. Maybe those sins were being visited upon the snapping problem. I've started over, this time doing things as military as I know how to do, and things that weren't quite right before, are right now. But I haven't yet gotten to the circles you extruded. On my redo, I found that the menu for extruding some screw pockets has changed a bit since the tutorial was made and I worked around that with a little math. I left a note in the comments of the video. The change in the menu might not matter for the experienced, but it did for me and I know for sure I had made mistakes there. Thanks for all your help. Onward and upward!

It wasn't pretty, but I finally got there. Once again, you taught me an important lesson. Using project to select the two vertical lines inside the shell makes it possible to select only the top half of the circle. I'm moving again. Thanks John
