Trying to make a clock face. Having trouble puting numbers in place.

I;ve attached my file trying to put the numbers on the dial face following this youtube video https://www.youtube.com/watch?v=pO7v7U1eJbs. When i follow these steps and enter the dimensions of 360/12, the arc jumps outside the clock face and instead of a 1/12th mark at the 12 o'clock position as shown in the video. BTW, the clock face OD is 13 inches and the ID is 9 1/2 inches.

 

What am I doing wrong here? The steps seem clear to me but it just won't work for me.

Please advise.

The the arc just needs to subtend an angle less than 30 degrees.  The video is using millimeters, and you're using inches😀  Just delete the dimension between the endpoints and drag the arc inside the circle, then add the dimension between the arc and the circle.  You can redimension between the enpoints now.
