Trying to add a fillet to a corner with multiple faces.

I'm trying to add a fillet to the folds of a bracket I've drawn.

3 of the folds have done fine, but I'm struggling to work out how to do the 4th. Is there something I need to do before trying to fillet? The 4th one seems to be of a multiple face. Unless I'm trying to select the wrong part or function.

4mm radius on the insides and 8mm fillet on the outsides. I've attached the file.
