Trouble chamfering to a blended edge

Hi, 

I'm having trouble with a chamfer toolpath. I've attached my .f3d file here. 

The upper two chamfers give a warning (no passes to link), but appear to simulate fine. I can't seem to get the lower chamfer to calculate, despite playing around with the chamfer tool offset and clearance. I've tried setting the offset to a few thousandths less than the maximum length of the flutes, with zero clearance, but even then I can't get it to produce a toolpath. 

I'm sure it's because the fillet extends very close to the edge of the part, and would likely be violated by even a small chamfer. I could redesign the part to have a smaller fillet, but in the interest of trying to learn: is there a way to force the chamfer to cut?

The last 2D Chamfer operation seems redundant to me.  I got rid of your "no passes to link" error but I still notice that the chamfer on the outside edge is incomplete where it intersect the Contour surface.  I did not do anything with Setup 1 as you did not mention it.  To get rid of the error, edit and go to the geometry tab and then change the direction of the one path that is opposite the others.  Model is attached.

And yes, the last chamfer is redundant, while I was troubleshooting - I separated the two chamfers that were working, from the one that wasnt.
