Tool library, will hang on edit tools

I am trying to edit my tools from the tool library but when I double click on a tool or click edit fusion360 just hangs and the edit dialog does not show up.

The pc beeps at me if i click in any of the fusion360 windows that are still open.

There is no cpu usage or memory leak.

I cleared user cache

I reinstalled fusion360

On another pc i can still edit my same cloud based tools, and those show up in the pc where i can't edit them, I can select them and use them for creating toolpaths.

I am a bit at a loss here for what happened and what to do to fix it.

I've seen similar problems where a dialog has ended up off screen, you can bring the dialog back into the screen by pressing Alt + Spacebar. Then press M for move, now on your mouse right click, hold and drag and the dialog should jump to the mouse pointer.
