Thickening the inner wall of an stl object

I cannot succeed in thickening (1mm) the inner wall of attached stl object. Can someone point me into the right direction? I'm able to convert it to a solid body, but after that I'm stuck. I tried to reproduce it, but that didn't work, neither did it work via forms.

What is the source of the file?

Can you request a format other than *.stl

Well, probably the simplest way would be to model this element using the mesh as a reference.
