T-Spline to Brep problem

I don't understand why I can't convert this opened T-Spline to Brep, if I close the holes then it works?

I also added the .f3d file for checking

 

this is only a test file
I'm asking because I have a big 3D Scan and want to convert it to a BRep from quad mesh and I can't close it like I did in this test file.
It shoud be possible to convert opened T-Splines to BRep, but why it doesn't work in this case?
Please help

This mesh has several non-manifold vertices (there are vertices that touch more than two border edges). Filling in the holes converts some of those border edges to regular edges, and makes the mesh manifold. Once it’s manifold, it can be converted.

Dear Adam, thanks for your fast support, I will send you a file, maybe you could check it and tell me if you see a chance to convert it to a berep?

Hi Adam, that was a very good tip from you, I found a workaround to correct the edges of the .stl

There is an option in GOM Inspect for optimizing edges:

 

GOM InspectGOM Inspect

with this option I was able to convert the opened file to a BRep:

Now I will try to solve the problen on the big file, wish me luck
