STL WRONG SIZE WHEN INSERTING FILE

Ok here's what I usually do ....
1. Open Fusion 360 in design mode, Insert Mesh, Check Unit type make sure we're in Inches , Click CENTER & MOVE TO GROUND. Then hit OK
2. Open Manufacture Start NEW SETUP. Pretty much don't touch anything but Click "Mesh" on Model tab.
3. Then go to stock tab CHECK DIM'S. IF...... they look wrong I usually go to the tree on the left and change units to MM which somehow put's it in INCHES.
I normally use Inches in fusion somehow my layout on the screen is MM. I Don't understand that but whatever.
4. Then I go through 3D roughing toolpaths and 3d finishing toolpaths, Simulate make sure everything is ok then save and get to work.................
Well that works 98% of the time. Then If I haven't used Fusion in a week or two or three. I get a request to cut something that is an stl and Wal-lah. Insert STL and the problems start. I know your going to say STL do not carry Dim's But when I open the ones I get from my client they are usually IN or MM. I may have to flop them in unit's but now for a few days everything is WAAAAAY OFF. See screenshots. That STL should get cut out of a 14" x 14" x 4" pc of foam. STL Mesh is attached. ANY IDEAS Thanks ahead of time.
