Simple object will not constrain

Me and constraints have a love hate relationship…lol

I need to have a 42.52 x 42.52 square with 15 degree corners.  

It’s simple right….

Step 1: I first start out with a center point rectangle and size it to 42.52 x 42.52.

Step 2: I use the fillet tool to select the vertical and horizontal lines for each corner of the box and set it to be a 15mm arch. 

Still the sketch will not turn black and be fully constrained.

I am attaching the .f3d file as well as a photo.  As you can see, I can't get this sketch to be fully constraint and I know it’s something stupid.  Any help would be great.

A simpler way would be to start with a center rectangle at the origin:

It would be even better to fillet the corners after extruding.
