set pivot does not rotate

I have a curve that I want to replicate 4 times around a point. When I select move/copy, the set pivot seems to go to the point I select, but the rotation does not create a copy or rotate the copy around the point.

@Anonymous - Set Pivot is modal.  You need to click one of the check box widgets to get you out of Set Pivot mode, and return to Move the selected geometry mode:

Thanks for telling me to get out of "modal" mode. What is served by this feature?  Autocad Mechanical does not do this.

So that you can make multiple adjustments to the pivot coordinate system at the same time.
