I've searched and can't locate any method to model a torus with a hole offset from the center. Sort of like what is shown in the picture, but smooth. How can I do this?

Loft will do what you want. First create a circle as the centreline path then another sketch perpendicular and create intersection points from the first circle.
Add circles at the intersection points. Then loft with the closed option. File's attached.
