Resolution scaling problems - jagged icons, no UI anti-aliasing, no text anti-aliasing

Hi, I have a 1440p screen and I have encountered some scaling problems using HighDPIScaling option. My whole interface looks awful, icons are jagged, looks like vector anti-aliasing does not work. 

Everything looks awful like this, only one icon is displayed correctly (hole icon). Tips in UI also look awful, seems like there is no AA enabled. Viewport looks great, only the UI is really awful.

even the starting screen looks jagged.
Any solution to this? I have tried different scaling options but nothing works. Here is how I set it now. This is so annoying for me.

and for resolution scaling I think it's screen settings issue

I have anti-aliasing already enabled. Screen is in its native resolution and I am using 125% scaling in windows.  This should not behave like that, I don't have any problems with other programs.

As you can see here, viewport AA works great. Only the icons are awful. I am using RTX 3070 graphics card with the latest studio driver installed.
