The explanation is pretty straightforward.  This is telling Fusion, when displaying a number, whether to use "regular" notation (number + decimal, for example 9.345), or scientific notation (number + exponent, for example 1.0 E +02).  For example, if you set this option to these values:

Then, you can see, in the image below, that the value of "99" is shown in "regular notation", and the value "100" is shown in scientific notation:
