noob troble defining a drawing

Having issues defining this drawing. I feel like I've cluttered the thing to death and still have undefined lines and every time I try to add more dimensions it warns me that I'm over defined?

My first thought is to move your canvas image so that the datum is in a logical location.

If you have ever run a milling machine (or any machine tool) the first step is to set a 0,0,0 home position relative to the part or workholding device.  I suspect that you are using the scan wherever it happened to come in rather than setting this step.
