Newbie can't align component with other component

As a newbie I'm trying to align edges of an imported .stp file against a sketch's inner circle but no matter my combo (having all bodies/sketches in the same component, all bodies/sketches in separate components as well as using constrain tool "coincident" or "tangent") nothing is working.

I'm getting a message "Error: Failed to solve. Please try revising dimensions or constraints." and I can't see where I'm going wrong. How could I align these two?

Oh I forgot, my apologies, here you go. Though I can't save as f3d, believe it has to do with using an imported .stp file in the project, so f3z uploaded for you, thank you!

Hi,

1. create a construction line 

2. create a rigid joint  between PSU and Tube

Even though it is possible, as shown in the screencast, I would recommend proceeding in reverse. To do this, project points of the body into the sketch and then develop the circle from them.
