new sketches not appearing, what am I doing wrong here please?

So I have sketch layer 6.   I created an offset plane bu -55mm and drew a 30mm circle but expected sketch7 to come into existence.  This does not appear to be the case.   So what am I doing wrong or is this a bug?  I have saved and exited and re-opened which often "repairs" such oddities but to no avail.

when you picked the plane for sketch7, did you by any chance pick any entities (including the shaded areas) in sketch6?  If, so, then you would be editing sketch6, not creating sketch7.  If you make sure you pick a workplane or a planar face, or hide sketch6, you should see sketch7 be created.
