How does one move a edge or surface to contact another surface.

You can do this by selecting the face or edge of the object you want to move, then ctrl-left-clicking on the face or edge you want to align it to, then right-clicking and hitting "align" or "align components" depending on if they are bodies or components. 

 

For example, you can make two cylinders concentric with each other by ctrl-clicking on their outside surfaces, then right-clicking and hitting align.

Thanks!  Does it matter what type of object is indicated in the dialogue box?   Bodies,faces,components...?

I believe that most things work fine. The only one that I've run into that can cause issues is if you try to align a body that is not part of a component with a component, sometimes the component will move instead of the body. I think it has to do with the origin of the top-level component not being movable.
