Modeling of contours of yard around buildings?

Thinking of trying to get some 3d views of the land around a house and garage with some slope and drainage contours - nothing really steep.  More flowing lines.  I have a pdf of the contour lines that I am thinking of importing as a picture so I can trace the lines.  Then what is the recommended way to generate a smooth surface that intersects those lines?  Placing the buildings should be straight forward.

Obviously not doing CAM on these.  LOL!  More just to visualize and tweak them a bit.

Sounds like 2d sketch on Offset Planes (Splines) for each contour, closing each end of the path, with the boundary lines, to become a closed profile, 

Use Loft, will depend on shape and position for smoothness.
