Mesh differences?

Hi
I'm trying to understand the difference between lower part and upper part of the imported mesh.

This is an imported *.obj file. Form>Utlities>Convert > Quad mesh to tsplines turn with two different results at the same part. Why?
The lower part is smooth has some nice curves but the upper part has lines and quads.
How do I smooth the upper part like the lower one?

The meshes that look smooth would likely convert into Surface bodies, the boxy looking ones won't.

You can see in the browser which ones have problems.

Hide all but one and start fixing it. Lets say for example Body3

 

These thicker edges indicate a problem, and in this case the vertices are not welded together.

There are several areas where that is the case. 

 

If the model had the right scale then the Utilities->Repair Body tool would likely take care of this but the imported mesh is very small, so I'd fix that first.
