looking for help to convert 3d scan to a solid model

morning I been trying to get an STL to convert to a machineable model but having no luck 

 

attached is the file of the fuel tank 

 

if anyone has more luck converting this to a more solid model file be very much grateful as I can't seem to get most stl to be converted to a model don't know if I missing steps in doing it 

 

if can get to a surface or a solid model then I can work from there as all the bits that stick out of not complete scan can be deleted can add later just looking for the main body so can then just section it all up to make better model

your projections are going to be a bunch of really short crazy lines that are likely to give you all sorts of issues.  when remodeling something like this you generally don't want to convert the mesh to a solid. it makes for a very computationally heavy model.  use the "mesh section" and then "fit curves to mesh section" to create your section sketches with good geometry.
