Joint origin on a cylinder shape

Hi folks.

I'm working on some parts that fit together and the vender doesn't have models of the bits and pieces sop I was making something representative I could use in my design, I like it to look nice so this isn't really necessary but it seems like something I should know how to do and also know why it's not working the way I expect. I need to make a joint origin to make a joint with it in the part it fits. I did 3 in a row on one part, without really thinking, it just worked. and I don't know why I can't get it to work here on this next one. The first one works and I was able to get the joint orientation perpendicular to the axis. on the second one, I can't and everything seems the same.

Check the box to "Reorient" and then the handler will be displayed so that you can set the joint origin coplanar with the centerline axis.

I swear I tried that and selected the new axis for it and it didn't work. except it does so thank you!
