is there a way to set the size of a part geometry to a variable?

so if i had 3 parts that had to have a holes of the same diameter, i could say that the hole was X inches wide and change their size on all the parts at once by changing x

Yes you can define user parameters by going to the Modify>Change Parameters and then you can define your dimensions there and then when you set your dimensions for your elements, type the name of the parameter, you can even use math functions in your dimension.

@poporacer gave you a good solution if the three parts are in the SAME assembly.  If they are three separate parts, saved as different files, then my Screencast will outline the process of adding a universal parameter.
