I have custom "My Appearances" in other designs. Why aren't they here?

That's a bug. I've seen this happen once or twice in my time with Fusion usually after an update. Quite annoying!

Anyone know how to "reload" my appearances?

What I've been doing is to open the designs that use those appearances, bring up the appearance panel and re-save these to "my appearances".

I've been told that this isn't supposed to happen, but very occasionally it still does.

A workaround might be to create a dummy file with simple box geometry and apply the custom materials to those boxes. If you loose an appearance out of the "my appearances" that can serve as a recovery tool.
