How to narrow the top width of a cylinder?

Hi,

I have a cylinder where I would like to remove 1 mm material of the outside width from the top 2 mm of the cylinder.

 I have tried to illustrate it below. The illustration is seen from the side. This seems like a trivial change, but I can't find a simple way of doing it. I would like to ask how this can be achieved?
