How to fix a surface model with curvature?

Hello!

So I'm having some difficulties with getting a hole closed on my surface model. I have tried many approaches (including patch, loft, add lines and splines by hand then loft, etc), and also browsed the internet for about 2 hours (including the Fusion help board, though I may not be using the right words) but haven't found anything that worked the way I needed it to. I'm not a complete noob to Fusion, but I am a noob to the mesh environment and working with curves in general. I've included a screencast for clarity.

I've scanned a part off my motorcycle and imported the mesh into Fusion360 and converted it to BRep and am now able to edit the faces. I'm trying to clean up the model, as the scan wasn't the best.. and I figured instead of continually trying to get a perfect one, I'd just work with what I have even though I can't get a lot of the repairs to follow the natural curve of the object.

I have the piece on hand, so I know how it needs to look and the rough measurements, but I don't know how to go about that. Is there a way to make an easily modifiable mesh plane that works with reference points in 3D space?
