How to extrude/emboss circular pattern/text on Cone shape?

I am a beginner with Fusion outside of simple objects, so if this is easy and I have missed it I apologize.  I am trying to recreate a know that has a skirt (see image).  Around the image there are markings, numbers, text, and a circle.  I would like to add this and emboss or recess it into the skirt, so that after I print it I can add paint in the recessed/embossed area.

Where do I start?  I was able to project a couple of circles onto the skirt, but then couldn't figure out how to actually extrude/recess the area.  Is that the idea though?  Draw everything out on a 2d sketch and then project onto the skirt face?

I did see a bunch of videos on adding text to a cone (essentially my skirt) but in this case the markings/text need to be equally spaced, etc....so I wasn't sure if it would 100% correlate.  Same with videos on adding features to a cone (https://www.youtube.com/watch?v=Z_imovRajhc).  I thought maybe the individual markings could be done this way, but wasn't having much luck after projecting to the surface.

Any help or guidance is appreciated.

I am going to be on the road traveling most of today so not sure how much help I will be.

We still have to

add clearance to the outer portion of the set screw hole.

revolve cut the outer faces of the planar facets of the straight knurl and include the chamfer at the top

and of course, the arc aligned text on conic face.

We did not consider face draft if mass producing these in mold, I assume you will be 3D printing.

@TheCADWhisperer Yes I will be 3D printing it.  I bought something and one of the knobs came broken and is no longer available.  So I thought I would try printing one.  I'm not in any kind of rush, so just let me know when you are available again.

Bump.

Just moving this back to the top so that I don't forget about it.

Create an angled plane on the outside longer angled line as shown...

Rebuilding of the Circular Patterns is computationally expensive (read slow) so we can go back in time by dragging the angled Workplane and the playhead in the Timeline to a point in history before the patterns were created and work faster there.

All of the features are still preserved in the Timeline.

I am not happy with this one as the flat and set screw are not aligned with 0 but I have to move on to other work.

I may come back to this in the future - but this should give you some ideas...

@TheCADWhisperer Thanks.  I've been crazy busy at work this week and haven't had time to look at until now.  For the most part I can see what you did.  The one question I did have is when sketching the numbers.  Essentially how do you come up with the values, etc....  If you have time to explain I would appreciate it.

I am not real happy with the results - I did by visual trial and error.

Years ago I ran a contest for users to come up with a parametric geometric solution, but I lost the files.

I would like to do a video on a true geometric solution rather than trial and error, but right now I don't have time to fool with it.

Maybe someone else will jump in here who has solved this problem.
