How to create 'skin' over aircraft tail ribs

Howdy, 

 

So, I'm converting some hand drawn aircraft plans to CAD, so I can cut parts on my CNC router. I need to make the vertical stabilizer (i.e. tail component) skin as a sheet metal component at this point, and am trying to figure out how to do so. I've attached a video showing the sketches of the silhouette, as well as the rib sketches. The skin is going to wrap around the outside of the ribs. I've also attached a photo of the finished tail, for reference.

Any suggestions on how to do this, so I can later fold it as a flat pattern?

Check this video out, in 2nd message, I got it to work a few times, but earlier today the Mesh Mixer part did not work, so - not a guarantee.
