How to connect bodies in different planes

I am trying to make a bracket from one body to another. I have a upper rectangular plate 102mm x 150mm that sits 75mm above a tubing that is 8mm in diameter and 15mm long. The tubing is 65mm off to the rectangular plate side. Both bodies start at the same distance.

 

I want to connect the tubing to the front of the rectangular plate to form a bracket. The bracket will be 15mm wide extending to the front of the rectangular plate.

There are many ways to do this, mine may not be the best or the worst but it seems to satisfy you request.  You may want to add a web gusset inside the bend for strength.  Model is attached.

Hey Thanks but it needs to connect to the front at a diagonal. The dotted lines when viewed from the LEFT. Also see the screenshot of the actual picture.

 

I believe to do it requires the LOFT function, but not sure.

You request was not clear on the diagonal line.  Also there are two diagonal lines, I chose the inside one.  Model attached.

Here is a possible workflow using Plane at Angle.
Added a line in Sketch2 for the plane and removed some duplication and unused sketch.

My initial thought is to create a loft between the two bodies and then shell the loft. Lofted file attached below.
