Help with using the mesh space to duplicate a three-dimensional object.

I have this old design from a piece of jewelry that I'm trying to make a three dimensional model of.  In the form workspace I have tried plane,  face and box, Bird.jpg and I just don't seem to get it. Any help would be greatly appreciated.

Very close. I have added a few annotations.  The head is a little smaller, there are furrows to simulate feathers and a little thickening on the leading edge.Corrected.png
