Green reference circle thing

Hi all, 

Is there anyone who can help shed light on what this is? I don't find it useful, if anyone knows how to disable it, 

or let me know the intended function of it, I'd appreciate it!

I've never seen that before in any file I've made.  Is it something you could share?

My guess is that it might be spline tangent/curvature handles, like in this spline:

Does your design have a big spline in it anywhere near that circle thing?  If you have a spline with lots and lots of points close together, it could look something like this.
