That is something you should be able to do with a sketch profile and a path. Let us know if you are running into issues.
Here is a quick way to do this:
start with a body:
Then, create a workplane along path, along the outer (or inner, depending on the lip you are creating) edge:
This will result in a plane that is aligned with the outer lip:
Create a sketch on this plane, and add the geometry of your lip. In my example, I want to remove some material, so a rectangle that overlaps the edge will do:
Then use Sweep, selecting your lip profile and the outer edge of your body as the path:
and OK will create your lip:

thank you, and yes there is an issue :
when the Path of the sweep is not perfectly horizontal, then the Profile rotates causing a very undesirable lip groove. This might be some Sweep settings , but I tried all.
So , is there any idea how to make the Profile preserve its orientation ?

A couple of offset surfaces should do the trick.
Or maybe an split and presspull (I didn't try this one).
