Form vs TSpline Surface vs solid model for Shoe Insole

I'd like to try modeling a footwear insole, we call this a footbed, as it is removable.

Its not symmetrical. Ive placed a canvas as a visual guide for the top view, but I need to build the model so there is a contoured shape around the heel, in through the arch, and then flatten at the forepart.

Im not looking for step by step instructions, although that would be great, but Im not sure i fusing forms is the right way to go versus TSplines and surface modeling or another approach. Any insights would be helpful!
