I don't know what part the cloud plays in this. Just need to draw simple shapes to rough stock and run existing proven NC code. Should I be afraid?

You'll need internet at least every couple weeks to update and save everything properly, as well as sign into your Autodesk account. You can run things in offline mode but you're going to lose a lot of functionality being offline primarily once you get into renderings and simulations/etc since those are typically done in the cloud. You can do them locally but it takes forever. 

 

Fusion 360 is going to play almost no part in running existing code unless you're trying to open/edit with Brackets.

Sounds like you should be fine, for the most part.  I am not sure how long local jobs will stay in cache or how many you can create before you need to sync to the cloud or lose them.  You won't be able to import anything without internet service.  Do you have a smart phone you can use as an access point?  Just don't want it doing updates as that could use up a lot of your data.
