Fillet not being generated

The last fillet in the timeline in this Fusion 360 shared link

generates at 0.31 inch but not at .32 inch and above.  I don't see any geometric reason for this.  Thought development crew might be interested in the example.

I am almost certain that this interface is where the problem is occurring. the fillet cant bend back over the other filet.
