Fill gaps between circles

Hi, Everybody!

So I am making a fidget spinner and between the circles, I want there to be filling that looks good. Can you help me? I've tried the Patching environment but I can't use it. Also, I am not new to 3D printing but I am new to Fusion 360.

Thank you for waiting. 

I think you don't need to use "Patch" functions. I'm not sure this model shape what you want. so I just tried to create it using my ideal dimensions. please let me know if you need more or missed something. here is how to create the model.
