Here is how I would go about something like this.
1. start with a torus
2. add a sketch in the midplane of the torus, and put some curves in this sketch (I used arcs and mirror, but any options are possible here, such as spline):
3. add a Plane Along Path at the end of this curve:
4. sketch on this plane, and put a cross-section sketch. Again, I used arcs and mirror:
5. Switch to the Patch workspace, and use Sweep to create a surface body:
6. Use Split Body to split the torus along this surface:
I think this is pretty close to your desired geometry. Here is another view:
I have also attached the f3d file just FYI

Hi Jeff,
Tried a couple of methods , using the Torus , and starting from scratch with sketch , think sketch gave me more flexability to give a slightly better shape ,
