Fusion 360 can't handle that many circular pattern objects in one sketch.  It would be better to use just one of the small splines/ellipses/petals and extrude it.  Adding a line between the end points will let you do this.  Once it's extruded, you can do a circular pattern on the extruded body/component.

It looks like each petal is about .925492 degrees wide which is close to 360/390, but not exact.  I'd suggest redrawing a single petal by drawing two lines starting at the origin and set their angular dimension to 360/390 (or however many petals you want). Next draw a circle centered on the origin with a diameter of where you want the individual petals to meet. Add a circle for the outside diameter and another line in the middle of petal and you will have all of the points needed to create a petal that will create a closed shape when the circular pattern is made.  Extrude that petal, then do the circular pattern using the extrusion.
