Concave extruded sketch not using fillet

I am trying to make the bottom picture (with the blue) look like the top pictures concave. I have tried using a fillet but it doesn't yield the desired result. Is there any tools you can suggest?

More info: the bottom picture was created in sketch it is a long rectangle. The top picture I reference was created in sculpt.

Summary: Make the top picture look like the bottom picture. Smoothness is my end goal as well.

I also saw your other post here:  fillet-only-half-of-a-line, and, to be honest, I don't understand what your goal is here.  The two pictures you post here don't seem to have any relation to each other that I can tell.  What is the significance of the blue line here?  The top picture has a cutout along the narrow side, but the blue line seems to be along the long side.  The top picture looks like it was created with Sculpt tools, and the bottom looks like it was created with Modeling tools

Do you want to create something like this:

If you could give us some more information about what you want the final result to look like (even a hand-drawn sketch) it would be easier to make some recommendations, I suspect.

Here is the basic way to do that:  sketch on the face of the block, draw a horizontal sketch line, and extrude the area between it and the side of the block in a negative direction:
