There appears to be a bug with the Fusion 360 comment window. One can make it smaller while docked, but not larger (despite the fact that the cursor indicates that you can do both). If the comment window is undocked it can be resized both ways. This is demonstrated in this video.
Also, the comment window seems too small in general. I thought that the small size of the comment window in Fusion 360 was due to issues with my 4k display, but apparently not, as I adjusted my display resolution today (for a recording) and noticed that it was not improved. I suggest getting rid of the "Comment here..." box and allowing users to type directly into the "Reply..." fields with the comments and have a smaller, single-line field for new comments. The large "Comment here..." box hogs most of the area for comments and makes it hard to see them.
