Changing sketch dimesion doesn't move items

I need to change one one of the earliest dimensions (The 70mm center circle). However, when I do, only a point moves and not the circle; or anything else.

 

I don't want to use the move commend since I read it's poor practice (why is it there then?).

 

It's probably a simple mistake, but I can't find it. Constraints are still somewhat confusing, and there's one next to the circle center I don't recognize (not the concentric). Also, there's much I don't yet understand (but I'm trying).

 

The sketch is Base:Surface (first in the time line).

If you would properly dimension the sketch circles, you could drag them off and see why the 70mm dimension does not affect them.  The Video will show you how.

I've been studying constraints and am slowly wrapping my head around them. So, everything in a sketch should have a constraint, correct?

All sketch entities should be fully constrained either using sketch constraints or dimensions.  Normally you can tell this condition when the sketch changes color.
