Hello Fusion forum,
Have done this a thousand times but today it does not work.
The diameter of a circle needs to be changed as shown in
the attached JPG.
Some research in the forum confirms the way this change
has been made in the past:
But today when the circle is clicked on nothing happens.
Why does it now work?

PS If the center of the circle is double clicked
the Move/Copy menu appears but that is the
only reaction that can be gottrn.

following your numbered instructions, it works just fine (ie double clicking the DIMENSION). I wouldn't expect anything to happen double clicking the CIRCLE.
highly suggest following @g-andresen advice and cleaning things up, and clearly defining.
additionally, in several places you have regular lines draw on top of each other. this is a bad practice as it can confuse the part of the sketch solver that figures the profiles (light blue areas), leading to all sorts of difficult to diagnose problems down the road.
drawing a regular line on top of a construction line doesn't seem to be problematic though.

Thanks for the excellent replies especially the video from g-a.
Have cleaned up some of the undefined and double elements.
For instance, a double dimension beneath the object
80 mm was removed.
Not sure what other undefined and double elements
are referred to. Can you be more specific?
Confused about how undefined and double elements
are preventing the circle diameter from being changed.
After the doubled dimensions was removed an attempt
to change the diameter was attempted as show in the
attached video. No luck.

I was clicking on the blue circle not the diameter dimension.
